Solicitor Information

With exceptions for solicitation for and by local youth organizations, all door-to-door solicitors must have a permit issued by the City Clerk's office. Such permits must be carried and displayed by the solicitor upon request. Homeowners and businesses should be aware of City ordinances which provide regulation and permit procedures for door-to-door solicitors and itinerant merchants in Nederland. Permits are issued for a period of 12 months and the fee is $10.00 per solicitor. Any application for a license shall be accompanied by a bond in the penal sum of $1,000.00, signed by the applicant and signed, as surety, by a surety company authorized to do business in the State of Texas. Solicitors may not approach a residence or business that displays a sign stating "no solicitors" or "no soliciting". Solicitors must leave the premises when asked to do so by the resident or business representative.

If an itinerant vendor is selling or collecting funds at a stationary location they must obtain written permission from the property owner or business manager. Permits are not required to distribute circulars or flyers on the doors of homes or businesses. However, distributors shall not ring doorbells, knock on doors, or engage in conversation about the product or solicitation. In order to place advertising on cars in commercial parking lots, distributors must first obtain permission from the owner or manager of the property. In accordance with City ordinance solicitors may not begin going door-to-door prior to 9AM or after 6PM.
